to use that as a bargaining chip again. we saw how damaging bringing into question the credit worthyness of the government. the fight should not be should we pay the bill? >> there is an interesting question about in retrospect if republicans leveraging the debt limit to get a bill that cut spending by $1 to $2 trillion going forward whether that was worth it? they introduced liquidity risk. if you don't cut spending we're not going to vote for a debt limit increase. it worked. the president agreed to cut the spending by a significant amount. now, would you like that negotiation had resulted from not having made that threat? absolutely. but do you think it would have occurred? there's the difference. i would never be one to advocate that congress should not increase the debt limit. they should. when this came up in the summer of 2011 i wrote that and they put that in the pages of "the initial review." i was arguing against those who say let's look and creating a cash crunch. that is the wrong thing to do. congress has the ability to decide what they want to attach to the legislation. tha

. ktvu's allie rasmus joins us now and tells us the event netted a large return of weapons. >> reporter: the grand total was more than 350 weapons recovered today. the police departments of palo alto, east palo alto and menlo park organized this gun buyback and the event was supposed to go on for four hours. but so many people showed up, the money ran out after just 2 hours and 40 minutes. the event was so popular, it created a traffic jam on  university avenue in east palo alto. as early as 10:00 a.m., people lined up to turn in their firearms. >> i don't use guns anyway. just trying to do a good deed. >> reporter: throughout the afternoon, officers hauled away arm loads of rifles. someone even inurned a grenade in a plastic bag. but there were no questions asked. gun owners got $100 in cash for every handgun, $200 for rifles, and $300 for each assault weapon. >> gun control advocates want to give me $100 for something that's collecting dust, that's fine with me. >> reporter: a nonprofit group provided the funds. >> protect your children, inc. has been extremely generous, giving us $

of thousands of tourists come to the city because of this game. cnn's rachel nichols joins us now. rachel, you were at that game. black eye for new orleans? >> reporter: it's interesting you talk about the breaker. it's kind of what happens in your basement, you go flip up the breaker and put it back in. the abnormality you referred to is about the power feed that comes into the stadium. it registered an abnormality in the amount of power coming in here, flipped open the breaker as sort of an auto shutoff to compensate. officials had to go in and reflick it back and get all the lights around the stadium up. you showed john harbaugh, the ravens coach, looking so heated. here's the inside scoop on why a ravens official told me it wasn't about the power being off and getting the game started. it was when they wanted to restart the game. on the 49ers sideline, their head set, their coaches head sets weren't working. so the officials asked the ravens to turn their headsets off as well to make it a fair advantage. the ravens have a coach up in the box. the 49ers coaches were down on the field. so jo

path to mineta international airport. kpix 5 reporter anne makovec shows us the condition at the tent city. >> reporter: it's cold to be camping but the people behind mere along spring street say they have no other choice but to live in this shantytown. police are planning a clean-up though so they are going to have to find somewhere else to live as soon as march 4. this encampment near guadalupe river park has gotten so big, you can see it from the airplanes. 100 people living in 40 tents. the squatters started coming here last month after the city raided a nearby encampment and the setup they are living in are elaborate some with windowpanes and makeshift kitchens. >> reporter: is this a mattress? >> it's a big old mattress wrapped in plastic and up on top of crates, i mean, you know, wood. so the rain goes under the pallet. >> reporter: now, the city has had a tough time with encampments recently. every time think clean one up, another one forms. they say it will cost about $40,000 to clean up this encampment. it is one of dozens
